Werner Maxwell is a character from Wild Arms 3 and is the long lost father of Virginia Maxwell. He had, at one point, taken Jet Enduro in as an adopted son and taught him how to survive. He had taught Virginia how to use ARMs, but soon after disappeared into the wasteland. So, when Virginia had become a drifter, she made finding him one of her goals.
From Chapter 2 onwards, Werner starts to reappear in Virginia and Jet's lives as they become embroiled in the fight to protect Filgaia from the Prophets, who he had used to work with as a scientist in the Council of Seven.
Near the end of the game, Werner reveals to the player party at Mimir's Well that he is basically a ghost with mass, and that the "real" Werner died ten years ago and the form before them is a manifestation of his consciousness. He has his daughter destroy the information library Hyades so that the demon Beatrice cannot access it for her nefarious plans.

- His overall characterization and design seem to be based off of Clint Eastwood's character from "The Good, the Bad and the Ugly" trilogy of Spaghetti Western films.[2]
