Vash "The Stampede" is the main character of the manga and anime series Trigun, which is thematically very similar to the Wild Arms series of games. Indeed, the two have a few hidden cross-references between them here and there. The creators of Trigun were fans of Wild Arms, and the creators of Wild Arms 2 were fans of Trigun...

Vash's picture can be found in Marina's room in the second floor of the bakery. Just how Vash exists in this world is unknown, though considering the nature of Filgaia itself, it's possible that the world of Wild Arms 2 is an alternate dimension of the world Gunsmoke.
Or it could just be a fun cameo we're not supposed to think too hard on.
Probably the second one.
